If you are talking about the 17 HM2 I don't believe it would be too difficult, other than finding a good smith to do the work for you. The .17 HM2 is based on a .22 Long rifle. The .17 HMR is a necked down 22 Mag. Should just be a rechambering with maybe a little work on the extractor lip.
Going the other way would be more work.
