Looks pretty nice may be re finished or not I can't determine that. It appears to be a new model 3 with target sights since it has a high serial # vs a new model 3 target in 32-44 or 38-44 serial # range 1- 4333. This is mine new model 3 target it is original nickel finish about 80%
I don't remember what I paid maybe 20 years ago but I saw a similar one at the York Gun Show listed at $1800 last year. The catalogue lists target sights at a 10% premium and very good condition at $2000 so it may be priced fairly if not a refinish.mine is 38-44 serial # 1946
Looking at the pictures on my tablet rather than the phone, it appears that the cylinder serial# matches the butt serial #. I have an old H&R 999 22 that the cylinder looks similar to the model 3. They were black powder shooters and possibly cleaning soot from the cylinder too aggressively.
this is a 38 safety hammerless and the nickel isn't too bad but all the nickel is gone from the cylinder. Maybe someone will have a better idea. Looking at the pictures it appears to have some bare spots and freckling, seems the rear sight screw heads have had a screw driver in them, still looks pretty nice to me. I collect top break but seldom pay more than $100 for the small frame 38 and 32. I have mainly shooter grade guns
