I remember under carter, there were times when we had to wait to get paid in the military. We never knew how long it would last and the people we owed money to would ask when they were getting paid. All we could say was that when we got it they would.
Funny, the senate and congress seemed to get their pay non stop. One time during my second Vietnam war tour I was during a funds escort on payday and while I was in the building waiting I heard that the military would be getting a 1.5 percent (if that) raise. The politicians would be getting a 16,000 dollar per month raise. This was more than I was making in a year. Their money would be effective immediately but ours took some time to show up. If I could manage it once a month I would buy a water buffalo cheeseburger at the armory after pulling my weapon, radio, and ammo.
