Is there a “best practice“ for de-cocking after you do a safety check so as to avoid dry firing?

Don't do it. It won't help anything. I have guns from 1917 with their original springs that stay cocked that work just fine. Compression and release is what works springs....Being compressed or relaxed doesn't hurt it at all.

So after a safety check just leave the 15-22 cocked?

Yes. My 15-22 is 5 years old and it stays cocked after I clear the chamber.

If I'm not mistaken you should be able to decock by pulling the charging handel all the way back , pull the trigger and slowly lower the charging handel.
