I can't get the point of impact to change from 4" low and to the left at 10 yards no matter how much I adjust the rear sight. The rear sight is moving per my adjustments; per visual inspection.
Any suggestions?

Are you free handing your shots? If so, I'd suggest using a bench rest to figure out what's going on. That ammo is too expensive to waste! In the meantime, I'm attaching an old guide to common operator issues related to unwanted target results. Good luck!
