Has anyone had experience with this kit? Has anyone even heard of such?

comes to light every time there is a shortage - IIRC all comments about it on the rimfire central forum from last shortage are extremely negative -

Kinda reminds me of:
"Why do you keep hitting yourself in the head with a hammer?"

"Because it feels so good when I stop."

If you are that hard up for .22 ammo, just get a good air rifle.

Actually, Russians reloaded rimfire ammo. Communists like shortages of such.

They reused the cartridges. Applied the igniting compound, and hoped they did not line up on the dent on the rim.

On of the reasons for buying when you can in prep for when you can't. I know, hindsight is 20/20. Or go to a centerfire .22 cartridge that can be reloaded at reduced velocity. Maybe a .22 Hornet or something similar.

Buy a centerfire handgun or rifle, and take a NRA Metallic Cartridge Reloading course.

You'll be happy you did, and it's something constructive to do while we're waiting for demand to return to normal.
