It's pretty obvious to everyone that in a lot of states, the big cities run the show. New York, California, Illinois being the worst offenders. Now Virginia is being run by the northern half of the state. That means that people outside the cities have no voice in government.
Prior to the United States Supreme Court decisions Baker v. Carr (1962) and Reynolds v. Sims (1964), the basis of representation in most state legislatures was modeled on that of the U.S. Congress: the state senators represented geographical units, while members of the larger chamber represented population. In Reynolds v. Sims the Supreme Court decided upon the one man, one vote standard for state legislatures and invalidated representation based on geographical units regardless of population. (The ruling does not affect the U.S. Senate, because that chamber's makeup is prescribed by the U.S. Constitution.)
The Warren Court was a disaster on so many levels. Earl Warren shouldn't have been appointed dogcatcher, much less a Supreme Court Justice.
If Trump gains another term and gets to pick a one or two more Justices, it would be interesting to have a test case that people outside of the Cities are essentially disenfranchised due to the above two cases, and those cases should be reversed.
The Constitution was designed to preserve the power of factions so as to control the "will of the mob". High time we put a little of that back.

Pennsylvania has that problem to a point. The big population centers in the east outnumber the western 3/4 of the state and the city folk tend to be democrats
We should legislate an "Electoral College" in every single state......so that the high population of Liberals, that live in large cities, and capital cities, can not control the entire state! There are many others, who live in the more rural areas of each state, that should have an equal voice in running the state. We, in Western Massatwoshitts,, have been dominated by the liberals in the Boston, Worcester, and Northampton areas, since the beginings of this Republic.
