Get yourself a .177 air rifle and some pellets and use that. No noise, great deterrent. Out here if a dog is running loose it don't last long, it gets shot. We keep our 2 in the yard and if going for a walk down the road, on a retractable leash.

Last night there was a huge coon on the front porch rating the cat food. my 45 Kimber sent him to the 'promised land'. Took off, tracked him with the crimson trace laser and pow.

    Spray bottle of lemon juice.
    Squirt for the nose/eyes.
No damage to tissues so no reason for owner to complain.
Save the pepper spray for the owner.

I second the idea of wasp spray. Will travel several feet in a concentrated stream and wind is not much of an issue unless it is very strong. As an alternate, I would use a shot shell in the 9 you carry if they function properly. Still have serious back up with HP rounds if needed. Don't want to ever shoot a dog, but you have to protect yourself and your dog.

I would always have a gun but wasp spray would be good to try. I have heard it is pretty effective and if you have it in your own yard just claim you are spraying wasps!
