The article states the law doesn't affect trees on private property - then 5 paragraphs later tells how high the fines are on private property... they need to replace their forester w/ a competent one or simply get rid of the idiot and the law. Whatever happened to "Life, liberty & pursuit of happiness"? Oh, wait, that would mean the gov't had to actually obey their own laws.

As I understand the story, only tree and shrubs on commercial property are eligible for fines. How is a Presbyterian church a commercial operation?
As a fellow Presbyterian, I would suggest the congregation do this: Actual title holder of the church is your Presbytery, which has more money and clout than you do. Give 'em a call and ask 'em to sic their attorney on the clowns at city hall.
