    We aren't taxed for the runoff, that is part of our water bill.

    Md. has a "rain water tax" as well...just one more reason I moved to Va. Carbon taxes are really stupid, as most things contain carbon or at least traces of the stuff. Wake up DC and pass some things that will help to move us forward for a change...or maybe "WE The People" should just move you out for some folks that believe in America instead of lining their pockets.
